Creates a new teleexpertise act with a requesting actor and a requested actor. Both can be either a user (doctor) or a department.
By default, the status of the teleexpertise is 'draft'. In draft status, the teleexpertise is not published, not visible to the requested actor, and no notification is sent. To publish the teleexpertise and notify the requested actor, the status must be set to 'published'.
