Upload a CDA R2 file to an RCP case

Uploads a CDA R2 level 3 XML file to an RCP case. The file content is used to update the answers in the RCP case's questionnaire.
The request requires either a ROFIM ID or an external ID to identify the case, along with the CDA R2 file content in base64 format and a filename.
