Create a teleexpertise draft request

Creates a teleexpertise draft request that can be later converted into a real teleexpertise.

This endpoint allows creating a draft request without specifying the creator. The draft request is identified by a token that is returned in the response.

The actual teleexpertise will only be created when a user accesses a special URL containing this token (redirectUri). At that point, the connected user will be set as the creator of the teleexpertise.

This is useful for interoperability scenarios where a system wants to create a teleexpertise but does not know the doctor rpps or the departmentId of the creator to create it.
