Downloads a document (questionnaire, prescription, or file uploaded by patient) from a teleconsultation. This endpoint requires the teleconsultation ID, file ID, and file type. You can specify the response type (base64 or signed_url) and for signed_url responses, you can set the expiration time in minutes (defaults to 1440 minutes -> 24 hours). Note that signed_url is only available for files uploaded by the patient (TC_FILE_FROM_PATIENT).
