Find patients by IPP

https://api.preprod.rofim.doctor/services/interoperability/patient

Finds patients by IPP, scoped to a doctor or to a department.
If neither are provided, all of the client's patients are returned.
Merged patients are excluded. An identifier dropped by a merge (its authority was already carried by the master) no longer matches any patient; identifiers transferred to the master remain searchable.

Without AA params, the IPP matches the deprecated ipp field or an identifier of one of
the client's authorities. With AA params, only identifiers strictly matching the
requested authority.
